Engineer Sherif Ismail
The Prime Minister
  • Engineer Ismail was appointed Minister of Petroleum and Minerals Resources under the interim cabinet led by H.E. Hazem Al Beblawi.
  • H.E. Sherif Ismail is an engineer by training. He began his career as an Engineer at Mobil.
  • He then worked for Enppi for several years until he assumed the position of General Manager for Technical Affairs and became a member of the board of directors.
  • He held different managerial posts at the different state-run petrochemical and natural gas firms. He served as the executive deputy chairman and then chairman of the Egyptian holding company for petrochemicals (ECHEM), which was established in 2002. Next he was named chairman of the Egyptian natural gas holding company (EGAS).
  • Ismail served as Managing Director before becoming the Chairman of the state-owned Ganoub El-Wadi Petroleum Holding Company which manages exploration and production concessions, establishes joint ventures with private companies and constructs oil infrastructure.
  • H.E. Sherief Ismail holds a Bachelors of Engineering in Mechanics from Ain Shams University.

General Mohamed El Assar
Minister of State for Military Production
  • General El Assar is a Member of the Supreme Council of Armed Forces (SCAF).
  • He Served as Assistant to the Defense Minister for Military Armaments and as Chief of the Egyptian Procurement Authority.
  • Headed a delegation to the United States tasked with discussing strategic relations, 2011.
  • He participated in three wars; 1967, 1973 and the Kuwait war in 1991.
  • General El Assar graduated from the Military Technical College with a Doctorate Degree in Engineering.

H.E. Amr El Garhy
Minister of Finance
  • Prior to his appointment, El-Garhy served as managing director at Qalaa Holdings, where he joined back in 2013.
  • He has been vice chairman and managing director of the National Investment Bank since November 2004, where he oversaw the privatization of the Bank of Alexandria and the marketing of Egyptian government bonds on international markets.
  • He also served as the Deputy Chief Executive Officer at El Ahli Bank in Qatar, Managing Director of EFG Hermes, and Credit Senior Manager in the Commercial International Bank.
  • El Garhy holds a B.Sc., Commerce & Accounting Department, Cairo University- 1981.

Tarek Kabil
Minister of Industry, Foreign trade and SMEs
  • Kabil served as Partner and Head of Abraaj’s Performance Acceleration Group in the MENA region.
  • Prior to joining Abraaj, Kabil had worked in PepsiCo for 18 years and was appointed as president and CEO for the Middle East and Africa in 2008.
  • In addition, Kabil worked as product supply director at Procter & Gamble (P&G) from 1992 to 1994.
  • He worked as terminal operations manager at Arab Petroleum Pipelines Co. (SUMED) from 1979 to 1983.

H.E. Dr. Sahar Nasr
Minister of Investment and International Cooperation
  • Dr. Nasr was sworn in as the Egypt Minister of International Cooperation in September 2015.
  • Prior to that Dr. Nasr served as Chief Financial Economist, World Bank and as Regional Leader for World Bank on issues of financial sector development .
  • Dr. Nasr is a Member of the Presidential Advisory Economic Council .
  • She worked in several technical and managerial bank positions in restructuring, mortgage finance.
  • Minister Nasr holds a Bachelor and a Masterís Degree in Economics from the American University in Cairo and a PhD in Economics from Cairo University.

H.E. Sameh Shoukry
Minister of Foreign Affairs
  • Sameh Shoukry was appointed foreign minister by former Prime Minister Ibrahim Mahlab in June 2014.
  • Served as Egypt’s Ambassador to the United States from 2008 -2012
  • Served as Egypt’s Permanent Representative to the United Nations in Geneva from 2005-2008
  • Served as Ambassador to Austria from 1999 - 2003

H.E. Dr. Mohamed Shaker
Minister of Electricity and Renewable Energy
  • Mohamed Shaker was appointed in March 2014 by former Prime Minister Ibrahim Mahlab.
  • Served as Chairman, Shaker Group - A consultancy and Engineering firm specialized in electricity projects. The firm has more than 600 employees and has branches in several Arab countries. Shaker Group is currently working on designing and constructing the power generation plant for the third phase of Cairo's Metro project
  • Shaker has an extensive consultancy experience dated back to 1982 and is now considered an expert in the electricity field within the Middle East
  • Shaker has worked with several international offices as a Consulting Engineer for more than 1,500 projects both locally and internationally

Tarek El-Molla
Minister of Petroleum
  • El-Molla, served as Chairman of the state-owned Egyptian General Petroleum Corporation (EGPC) since 2013

  • El-Molla was one of the key officials, in charge of ending Egypt’s electricity shortages this summer and is a strong proponent, of the fuel subsidy reform

  • Dr. Mahdy served as Senior Technical Advisor to the Minister of Transportation in the field of Bridges and Tunnels.
  • Dr. Mahdy supported in the design and construction of many bridges and the underground metro lines as well as well as other projects in Jeddah and Taef in KSA.
  • He holds a Bachelorís degree in Structural Engineering from Ain Shams University and a Masters degree in geotechnical engineering from Ain Shams University.
  • Dr. Mahdy earned his PHd from Braunschweig University in Germany .

H.E. Ashraf El Sharkawy
Minister of Public Enterprise Sector
  • Prior to his appointment, El Sharkawy served as former Chairman of the Egyptian Financial Supervisory Authority (EFSA). 
  • El Sharkawy served as a senior advisor for the chairman of the Egyptian Capital Market Authority, board member at the Central Bank of Egypt (CBE) and Chairman of its audit committee.
  • He was also a member of the Monetary Policy Committee, the Board of Trustees of the Egyptian Money Laundering Combating Unit, the Board of the Investor Protection Fund, and the Board of the Real Estate Mortgage Guarantee Fund.
  • El Sharkawy enjoys more than 30 years of academic and professional experience in the fields of investment, accounting, banking and finance.
  • El-Sharkawy is a graduate of the Faculty of Commerce, Cairo University in 1981.

Helmy El-Namnam
Minister of Culture
  • El-Namnam is an Author, Journalist and served as head of Egypt's National Library & Archives in 2014.
  • El-Namnam was Deputy Editor of Al-Mosawar Magazine and Deputy Head of the General Egyptian Book Organization (GEBO) before becoming Editor-In-Chief of Dar El-Hilal- One of the oldest state-owned publication houses in Egypt

H.E. Engineer Mohamed Saafan
Minister of Manpower
  • Engineer Saafan is a veteran petroleum sector figure, who had served as the head of the state-owned Egyptian Petrochemicals Holding Co. (ECHEM).
  • Engineer Saafan chaired the General Trade Union for Petroleum Workers (GTUPW) since late 2012 and served as vice president of the Egyptian Trade Union Federation.

  • Sedki Sobhi became Egypt's defense minister in March 2014.
  • Prior to that, he was promoted to a lieutenant-general rank by interim president Adly Mansour in 2014, a rank traditionally reserved for defense ministers.
  • Sobhi graduated from Egypt's Military Academy in 1976.
  • He moved up the ranks and held a number of senior posts, finishing as commander of Egypt’s Third Army, which is responsible for Suez and South Sinai, before becoming Minister of Defense.
  • As defense minister, he heads the Supreme Council of the Armed Forces

H.E. Mohamed Mukhtar Gomaa
Minister of Religious Endowments
  • H.E. Mohamed Mokhtar Gomaa was first appointed minister of religious endowments in 2014 by then-interim president Adly Mansour.
  • Gomaa was dean of the Faculty of Islamic Studies at Al-Azhar University and a member Al-Azhar's Senior Clerical Institute.
  • He was born in 1939 in the governorate of Qalioubiya. He earned a degree in Arabic Studies in 1965 before earning a master's degree and a doctorate.
  • Gomaa worked at several newspapers as an Arabic proof-reader and has been a member of the Journalists Syndicate since 1972.
  • He is also the author of several books on religion.

H.E. Khaled Abdel Aziz
Ministry of State for Youth and Sports
  • H.E. Khaled Abdel-Aziz was appointed Minister in June 2014
  • Prior to his appointment, he served as head of the Shooting Club, then chairman of the National Council of Youth.
  • He was director of the 2006 African Cup of Nations, which Egypt hosted and won.

H.E. Khaled Fahmy

  • Ph.D., Environmental Economics, University,
  • Former Minister of Environment during the Qandil cabinet in 2012
  • He previously acted as Deputy Chief of Party for four USAID funded development technical assistance projects executed in cooperation with the Egyptian Environmental Affairs Agency (EEAA)
  • Served as Deputy Manager for a sustainable development project in the south of the Red Sea from 2005 - 2009
  • He was also Deputy Chief of party in Chemonics International from 2005 - 2008.
  • Served as Deputy Director for a project treating lead pollution sites from 2004 - 2005
  • Served as Deputy Director of a monitoring project to achieve environmental protection from 2000 - 2004
  • Fahmy worked as a Project Manager for the Egyptian Environmental Affairs Agency in 1995
  • In 2014, besides serving as a Professor at the Institute of National Planning, Fahmy worked as a Deputy on the Egyptian Decentralization Initiative - a project carried out under the auspices of the Ministry of Local Development and with funding from the US government
  • Fahmy has over twenty-five years of experience in management of policy issues related to environment management, governance and economic development

H.E. Magdi Abdel Ghaffar
Minister of Interior
  • Magdi Abdel-Ghaffar was appointed by former Prime Minister Ibrahim Mahlab in March to replace Mohamed Ibrahim.
  • Abdel-Ghaffar was the first person to head the National Security Apparatus, which was established after the dissolution of the State Security Apparatus in the aftermath of the 2011 revolution.
  • He left the job after reaching the legal age of retirement in July 2011.
  • Abdel-Ghaffar has previously said that the regime of long-term autocrat Hosni Mubarak committed "violations" against Egyptians. He has also said that the National Security Apparatus, is one of the 2011 revolution’s gains, and that it will always work for the service of the people.
  • Abdel-Ghaffar was born in 1952 in the governorate of Menoufiya.
  • After earning his degree from the Police Academy in 1974, Abdel-Ghaffar joined the State Security Apparatus.
  • One of the main challenges which are facing his ministry is Egypt’s ongoing battle with Islamist militants in North Sinai and other parts of the country.
  • The ministry has also faced internal dissent recently, with lower-ranking policemen holding protests in some governorates in August, demanding various changes to pay and conditions. The government has promised to meet their demands.

H.E. Mohamed Hossam Abdel Rahim
Minister of Justice
  • H.E. Abdel Rahim, was appointed in 2014 as head of the Cassation Court and the High Judicial Council
  • He started his career as a prosecutor in 1967, later being appointed as a judge in 1976.
  • Graduated from the faculty of Law, Ain Shams University in 1966
